Peng Geng var en trettioett år gammal före detta polisman från Liaoningprovinsens säkerhetsbyrå som stängts av från sin tjänst på grund av att han utövade Falun Dafa. Han fängslades olagligt och torterades på Masanjia tvångsarbetsläger och i andra arbetsläger eller fängelser. När han befann sig i ett livshotande tillstånd och skulle släppas av medicinska skäl vägrade Shenyangs 610-byrå att släppa honom, trots att både domstolen och fängelset redan tagit beslut i frågan. Som ett resultat avled Peng Geng den 14 juli 2005.
