Falun Dafa-utövaren Bi Guohua, 64 år, bodde i Beiches bostadsområde i Shidao, staden Rongcheng i Shandong-provinsen. Den 4 juni 2004 kom sju poliser från Rongchengs 610-byrå och bröt sig in i hans hem, arresterade honom slog honom brutalt till döds.
För att dölja deras brott, sa polisen till allmänheten att Bi Guohua avlidit genom en hjärtattack, han hade svimmat och fallit omkull och avlidit. Inga av Bis anhöriga var hemma vid tidpunkten för händelsen. När familjen sedan fick se hans kropp efter hans död, sa de att den högra sidan av hans huvud var kraftigt svullet och att högra skuldran hade rivsår som uppenbart inte kunna uppkomma genom ett fall. Bis anhöriga visste även att han var vid utmärkt hälsa och inte hade några hjärtbesvär.
Efter att Dafa-utövaren Liang Guanghong (kvinna) torterades till döds, blev Bi den andre Dafa-utövaren som torterats till döds i Rongcheng.
Det är också känt att polisavdelningen nyligen arresterat en kvinnlig utövare som bodde i Lidao i Rongcheng. Detaljer är under utredning.
